Angolan energy sector prepares new management cycle

Electricity transmission grid14 December 2013, Luanda – The energy sector in the country is preparing a new management cycle to start in March in 2014, with the creation of three companies, where the first, second and third firms will be exclusively destined to the production, transportation and distribution of electricity, respectively.

The minister of Energy and Water, João Baptista Borges, made the disclosure at the end of the 14th ordinary session of the Cabinet Council of the Economic Commission.

He said that under this strategy, the companies in projection will be managed by a board of directors and will provide a new institutional organization.

The minister highlighted that currently the National Electricity Company, ENE, is entitled to produce, transport and distribute the power in the country. Still in the distribution field, the Luanda Electricity Supply Company, EDEL, operates in the provinces of Luanda and Bengo.

The intention, according to the minister, is to have a company solely responsible for the production of electricity and manage huge infrastructures of dams and power stations.

He stressed that it is foreseen the creation of a company that will manage the power transportation network, as well as another firm responsible for ensuring the power distribution nationwide.

According to him, the Angolan government intends to have greater capacity of service delivery and implant countrywide the economic activities related to the production, transport and distribution of energy.

He said the reform programme is based on the need of confirming the model of the regulating market of the sector to the content of the General Law of Electricity.

According to the minister, it is intended to establish an institutional design for the energy sector that is adjusted to the objectives outlined by the government, such as the organisational structure capable for providing a good service and ensure a skillful management of the infrastructures under construction.
