26 November 2013, Lagos – The Department of Petroleum Resources (DPR) has said it will carry out regular inspection of oil and gas facilities to ensure strict compliance with rules and regulations in the oil and gas industry.
Head of Downstream Division, DPR, Mrs. G.F Odunuga, disclosed this in a presentation at the Energy Institute of Nigeria Conference at the weekend.
According to her, “Methods we would use to enforce rules and regulations in the downstream sector would be to carrying out timely integrity surveillance of oil and gas assets and infrastructures. We would also use staggered licensing stages in projects development, create avenues for interaction during technical presentations to thrash out salient provisions and also provide guidance to industry operators through participation in oil and gas projects review studies.”
Odunuga said the significance of the enabling laws serve as a framework to maximise Nigeria’s hydrocarbon resource value and utilisation levels for Nigeria and all stakeholders.
She said the agency would ensure a level-playing field for all operators and stakeholders in the Nigerian oil and gas industry and will also deploy equipment, material and processes in harnessing hydrocarbon resources in an environmentally-sustainable and safe manner.
According to her, the responsibility of the DPR is to ensure that petroleum products billed for consumption in Nigeria meets applicable quality specifications.
She added: “We would continue to ensure proper reckoning and measurement of crude oil and products quantities at sales and export interfaces for proper accounting and also continue to develop procedure guidelines and standard operating procedures for all processes to ensure seamless compliance by operators.”
