He described ghost workers’ syndrome as another form of corruption, saying, “In fact, it is a glorified way of corruption, where state governments and other employers of labour use the payroll.”

According to him, the federal government is aware of the pains the ex-militants are going through and will ensure that they get their stipends soon.
“We are informed that the Federal Government guideline in releasing these funds stipulates that at least fifty percent of receipts should be applied for payment of such salary arrears and pensions.”
He said, “Provision has also been made in these estimates for activities that will foster a safe and conducive atmosphere for the pursuit of economic and social activities. In this regard, the allocation for the Presidential Amnesty Programme has been increased to N65 billion in the 2017 Budget.”
Buhari said he expects the 2017 budget to better the lives of Nigerians in a greater measure than that of 2016.
Udoma said a total of N10tn was being targeted by the Federal Government as revenue for the 2017 fiscal year.
He noted that, “Currently, about 12 million litres of diesel are consumed daily in Nigeria. Blending with the stipulated 20 per cent biofuel means that the country needs 2.4 million litres of biodiesel daily or 876 million litres annually to successfully implement the agreement.
“Next year’s budget was also predicated on an exchange rate of N305 to a dollar. The figure was the prevailing exchange rate as at the time the 2016-19 Medium Term Expenditure Framework (MTEF) was prepared in August 2016,” the official said.
“In 2008, the federal government developed a Gas Master Plan to promote investment in pipeline infrastructure and new gas-fired power plants to help reduce gas flaring and provide more gas,” the report stated.
According to him, “Not much has been expended from that fund for capacity development. Part of the strategy of this new Board is to come out with a very transparent process with which genuine Nigerian contractors in the oil and gas sector will have access to the fund.”
