Osinbajo, whose letter dated May 16, 2017 was conveyed to Speaker Yakubu Dogara in the Vice President’s seal and letterhead but signed with the designation of the Acting President, said the DBN was approved by the last administration but the loan facility was strangely omitted in the 2014/2016 borrowing plan by the National Assembly.
“There are some foreign mining investors that are using illegal miners to get minerals without paying taxes, mining fees, royalties and they escape to their countries with raw minerals,” Shehu added.
He said, “We are calling on the Federal Government to complete the project because it will enhance Small and Medium Enterprises in the state. The SMEs if given the necessary support like power supply will assist to reduce rural-to-urban migration. Many of the youth will prefer to conduct their businesses at their various villages instead of migrating to the urban centres.”

Osinbajo commended the initiative and noted that the expatriate mentorship scheme which is in partnership with UNESCO aligns with the commitment of the Presidency for the region and is capable of catalysing development in the region.
He explained that under the plan that is being developed, communities would come together working with their respective state governments, the Federal Government and private sector operators to work out a template for the establishment of modular refineries in the communities.
