The introduction of the regulation now means that private investors, apart from the distribution companies (Discos), can procure meters in understanding with the concerned Discos to recoup their monies with time through specified charges incorporated into electricity bills.
“We have seen the draft regulation and there is quite a bit of it that we are not happy with. We have recently provided feedback to the regulator and I believe that there is a consultation forum coming up soon. We will continue to strongly convey our concerns to the regulator.”
Mupwaya said it was important to address the issue of electricity theft, given its significant effect to the transformation of the electricity industry in the country.
He said that the meters were being installed to minimise electricity theft and ensure that electricity consumed was paid for.
It was gathered that the shortfall in remittances by the 11 Discos to the MO had been accumulating since the commencement of the Transitional Electricity Market (TEM) in January 2015.
