09 September 2013, Lagos – Indications have emerged that the federal government will later this month hold a bidders’ conference on the 10 power stations built under the National Integrated Power Project, NIPP, that are undergoing privatisation.
The bidders for these assets, according to a source close to the Niger Delta Power Holding Company, NDPHC, will submit their proposals by November 8, while the evaluation of the technical proposals will take place in December.
CPCS Global is the Transaction Adviser to Niger Delta Power Holding Company, operator of the 10 power stations.
The process of privatisation of the 10 brand new power stations kicked off on June 5, 2013 with a road show held in Lagos.
The road show also extended to the United Kingdom and Hong Kong, while submission of bids for the plants took place on July 19, 2013.
The plants will be handed over to successful bidders in June 2014, according to the privatisation timelines.
The National Council on Privatisation, NCP, and the NDPHC at its second joint meeting held around August 8, approved the pre-qualification of 386 Expressions of Interest, EOIs, submitted by 82 of the 110 consortia that earlier expressed interest in the acquisition of 80 per cent equity in the 10 plants jointly owned by the Federal, State and Local Governments
Details of the technical capacity and configuration of the plants showed that the Alaoji Power Plant has four gas and two steam turbines with current capacity of 1,131.4megawatts (ISO) and 961mw (net).
It is designed as a combined cycle gas turbine, CCGT, facility with duct firing its heat recovery steam generators, (HRSGs).
The Ihovbor Power Plant in Benin City has four GE Frame 9E gas turbines 507.6megawatts (ISO) and 451mw (net) capacity, designed as an open cycle plant built to accommodate future conversion to combined CCGT configuration.
The Calabar Power Plant has 634.5mw (ISO)/562mw (net) capacity designed as an open cycle plant built to accommodate future conversion to combined CCGT configuration.
The Egbema Power Plant located near Owerri has three GE Frame 9E gas turbines capable of 380.7mw (ISO) and 338mw (net) power generation output.
It is designed and built to accommodate three additional gas turbines and future conversion to combined CCGT configuration.
There is also the 253.8mw (ISO)/225mw (Net) Gbarain Power Plant very close to Yenegoa, with two GE Frame 9E gas turbines built to accommodate future conversion to CCGT configuration.
The Geregu 11 power station is an open cycle gas turbine power plant built to accommodate future conversion to CCGT configuration, with three Siemens V94.2 gas turbines of 506.1mw (ISO) and 434mw (net) capacity.
The Sapele II Power Plant has four GE Frame 9E gas turbines of 507.6mw/451mw (net) capacity.
The Olorunsogo II Power Plant has 754mw (ISO)/676mw (net) output capacity, provided by four GE Frame 9E gas turbines and two GE Steam Turbines.
The Omoku II Power Plant, near Port Harcourt is designed and built to accommodate two additional gas turbines and future conversion to combined CCGT configuration.
The Omotosho II Power Plant in Okitipupa has four GE Frame 9E Gas Turbines with a capacity to generate 512.8mw (ISO) and 451mw (net).
